If the ball DID touch Vlaar; no goal.
It doesn’t matter if it touched him or not. In a penalty shootout it is dead as soon as the goalie saves it. If it were during a game the player would have tried to shoot the rebound and the goalie would not have run off.
It wouldn't have counted not because he touched it but because it was a penalty shootout. The moment the keeper makes the save the ball is considered dead. So won't be counted.
