Large water pumps, and lots of them lining the coast along the beaches or a little out in the sea. The large water pumps are attached to large water pipes that semi floats above the rocks but below the seas surface. When the pumps get turned on the water is pointed back out towards the ocean, so even if water gets by it'll eventually get sucked back out to sea through underground pipes. Kind of like how cargo ships use water pumps against pirates; japan can use water pipes against large ocean waves. Sorry if you don't like my spit on my ball.
